The Programme aims to strengthen civil society development and enhanced the contribution to social, justice, democracy & sustainable development:
•    The reduction of social inequality, poverty and social exclusion.
•    The protection of human rights, including the rights of minorities.
•    The capacity building of NGOs.
•    The promotion of democracy, transparency and good governance.
The specific needs of migrants and Roma shall be also addressed.
